Project planning and business cases

Transition Advisory can support your organisation with developing structured business cases for your capital project.


Where applicable, these will be in conformance with the appropriate agency business case framework (such as Infrastructure Australia, or relevant State or Territory frameworks).


We can support in the development of:

  • Strategic business cases at the early stage of project development, including supporting the definition and assessment of high level strategic project options
  • Outline business cases, which undertake more detailed financial, economic and technical analysis of short-listed options
  • Full business cases, containing detailed project analysis and implementation plans to support project approval from key stakeholders and funding providers, in advance of delivery.

Solicitation process planning and transaction  management

Transition Advisory can drive the planning and preparation for your solicitation process, including:


  • Market Sounding, to test elements of a future solicitation with the market, including project scope, delivery strategy, financial parameters, timing, and other critical elements influencing market appetite
  • Process planning and documentation development, including Expressions of Interest (EOI), Request for Qualifications (RFQ) and Request for Proposals (RFP)
  • Process management, including facilitating respondent/proponent interactions and managing submissions and evaluation processes
  • Evaluation support, including financial capacity assessments and financial and commercial evaluations


We bring expertise in effective process planning and preparation of these processes to drive market confidence and interest, as well as experience in execution.
